  Interesting point - but I don't think it will happen since the organizations have very different short term goals. Microformat.org's goal is to describe the actual contents of a page in a machine readable format  while ACAP is interested in describing access controls for the page - while both are meta-date for the page, they fulfill very different needs.  Maybe down the road, as the web matures, we'll see them join forces.</description>

Shouldn't the ACAP development and lobbying efforts be part of the Microformats standardization activities? Since both projects deal with better content control and recognition by both humans and machines, and since Microformats are gaining more and more popularity, it seems like joining technological and business efforts is in place.
